Main issues, as the Inspector framed them

  • the effect of the proposal on the character and appearance of the area with particular regard to whether the proposal would conserve and enhance the landscape, scenic and natural beauty of the High Weald Area of Outstanding Natural Beauty and National Landscape
  • whether the proposed development would provide a suitable location for housing, having regard to the spatial strategy, public transport network and accessibility of services

What decided it

The proposal would cause harm to the landscape, scenic and natural beauty of the High Weald National Landscape, particularly through light pollution from the glazed link and the urbanising effect of the development pattern, which engaged the exception in paragraph 11(d)(i) of the Framework and displaced the presumption in favour of sustainable development.

The limited benefits of housing supply and socio-economic benefits from construction were outweighed by the harm to the High Weald National Landscape, conflict with the spatial strategy, and unsustainable location with limited public transport and no safe walking routes to services.
