The site is not well related to existing built development and development would unacceptably harm the character and appearance of the area, which harm significantly outweighs the modest benefits of a single dwelling in circumstances of housing land supply shortfall.

The modest benefits of housing delivery and economic/social/environmental benefits of a single dwelling were outweighed by the significant harm to character and appearance and conflict with the development plan, such that the adverse impacts significantly and demonstrably outweigh the benefits under paragraph 11(d) of the Framework.
