The proposal conflicts with the development plan on multiple grounds (location strategy, flood risk, highway safety and biodiversity) and the presumption in favour of sustainable development does not apply because flood risk policies provide a clear reason for refusal under NPPF paragraph 11(d) footnote 7.
The significant harm arising from unsustainable location, flood risk, highway safety impacts and unassessed biodiversity effects outweighed the modest benefits of housing supply contribution and economic benefits, resulting in conflict with the development plan as a whole.
