What decided it

The absence of sufficient certainty that water abstraction would not have adverse effects on the integrity of the Arun Valley sites, combined with policy conflicts on dwelling size, character and appearance, and living conditions harm, meant the proposal conflicted with the development plan with no material considerations of sufficient weight to indicate otherwise.
