The design of the proposed dormer windows, which would be incongruous additions of low design quality and would not meet the Framework's requirement for high-quality design.

Although the shortfall in five-year housing land supply would normally engage the tilted balance under paragraph 11(d), the design deficiencies of the proposal meant that the benefits of housing delivery were outweighed by the harm to character and appearance.
