What decided it

The overlooking of the rear garden of No 3 Huntsman's Close from the first-floor windows of Plot 3 would harm the privacy and living conditions of the neighbouring occupiers, conflicting with Policy DS5 and the Framework's requirement for high amenity standards.

The moderate weight given to housing supply and economic benefits was outweighed by the significant harm to the living conditions of neighbouring occupiers through overlooking, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
