What decided it

The proposal would adversely affect the integrity of the Broads SAC and the Inspector could not fulfil her statutory duty under the Habitats Regulations to reach definitive conclusions before granting permission, combined with unacceptable living conditions and pressure for tree removal.

The harm to the integrity of European protected sites and the substantial harm from pressure to remove protected trees outweighed the absence of harm to character and appearance.
