What decided it

The proposed development would disrupt the consistent building heights that define the character of Southchurch Road and would appear markedly out of scale and visually dominant in the street scene, causing significant harm that outweighs the modest housing and economic benefits.

The benefits of delivering 9 housing units on previously developed land, economic benefits, and environmental benefits from the location and potential on-site renewables weighed moderately in favour, but the significant harm to character and appearance weighed significantly against, and cumulatively the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
