What decided it
The serious shortfall in housing supply (1.28 years) and the proposal's compliance with NPPF paragraph 84(c) through reuse of redundant buildings and enhancement of the immediate setting outweighed the conflict with development plan policies on location and accessibility.
The harm arising from reliance on the private car for a single dwelling in a rural location did not significantly and demonstrably outweigh the benefits of housing delivery, building reuse, and economic benefits when assessed against the Framework, with the presumption in favour of sustainable development applying.
