What decided it

The new shopfront's visually dominant and incongruous golden circular entrance significantly harms the character and appearance of the traditional Edwardian shopping parade and the appeal property, contrary to development plan policies, and this harm cannot be outweighed by functional improvements to the previous shopfront.
