What decided it

The scale, massing and close siting of the proposed dwellings would create an unacceptably cramped and incongruous appearance that would harm the character and appearance of the area to a greater degree than the approved 2020 appeal scheme, and this harm significantly and demonstrably outweighs the benefits of delivering one additional dwelling.

The benefits of housing delivery and economic benefits were attributed modest weight given the Council's recently adopted development plan, demonstrated 5-year housing land supply and Housing Delivery Test performance of 78%, but these were significantly and demonstrably outweighed by the considerable weight attributed to the harm to character and appearance caused by the scale, massing and siting of the development.
