What decided it

The unacceptably harmful impact of plot 2 on the character and appearance of the area and detraction from the landscape beauty of the Chilterns National Landscape, which conflicts with the development plan and Framework and means the scheme does not represent sustainable development.

The moderate benefits of housing delivery and efficient use of the site were outweighed by the great weight afforded to the substantial conflict with development plan policies protecting the Chilterns National Landscape and the character and appearance of the area.
