What decided it

The Inspector's finding that, due to the slow-rising and tidal nature of any flood event and the availability of Environment Agency flood warnings, occupiers would be able to evacuate before dangerous flood depths were reached, meaning the site was not at unacceptable risk of flooding.

The limited conflict with flood risk policies 4 and 20 was outweighed by the specific circumstances demonstrating occupiers were not at unacceptable risk of flooding, such that the development plan as a whole was accorded with and the appeal was allowed.
