Main issues, as the Inspector framed them

  • The spatial objectives of the Local Plan as regards the location of new development
  • Landscape
  • Accessibility to facilities and services
  • Housing land requirement and supply

What decided it

The Council's inability to demonstrate an adequate (4-year) housing land supply engaged the tilted balance under paragraph 11d) of the Framework, and the substantial benefits of market and affordable housing were not significantly and demonstrably outweighed by the moderate/limited harms identified.

The substantial benefits of housing delivery, particularly open market and affordable housing, outweighed the moderate weight given to conflict with the spatial strategy and accessibility policies and the limited weight given to landscape harm, so that adverse impacts did not significantly and demonstrably outweigh the benefits.
