The proposed changes to materials (aluminium windows and composite door instead of timber), design of windows, and omission of stone quoins would harm the setting of the Grade II listed Lumb Old Hall, and the modest public benefits do not outweigh this less than substantial harm when given the great weight required by heritage protection policy.
