What decided it

The harm to the Green Belt by reason of inappropriateness and the substantial harm to the openness of the Green Belt, combined with considerable harm to the special interest of listed buildings and significant harm to biodiversity, were not clearly outweighed by other considerations and therefore very special circumstances did not exist to justify the development.

The substantial harm to the Green Belt and openness, considerable harm to heritage assets, and significant harm to biodiversity were not outweighed by the moderate weight given to economic benefits, tourism provision, and speculative concerns about the viability of residential use, resulting in dismissal of the appeal
