The combined significant harm to the character and appearance of the Harestone Valley Special Residential Character Area, the living conditions of neighbouring occupiers, and the failure to establish the absence of protected species before determination, when weighed against the moderate benefit of delivering one dwelling in a context of housing shortfall, resulted in adverse impacts that significantly and demonstrably outweighed the benefits.
The moderate weight given to housing delivery and limited economic benefit were significantly and demonstrably outweighed by the considerable harm to character and appearance, neighbouring living conditions, and biodiversity.
