Main issues, as the Inspector framed them

  • The effect of the development upon the living conditions of occupiers of the premises with particular regard to the size of accommodation and amenity space. Also, upon the living conditions of those living nearby with particular regard to the lack of bin and cycle storage.
  • The effect on highway safety.
  • The effect on the provision of specialist accommodation with shared facilities or additional support.

What decided it

The unacceptably small size and poor internal/external amenity of the self-contained units, causing harm to occupiers' living conditions, which was not outweighed by other benefits.

The moderate benefits of reusing an underutilised, well-connected building to meet single-person housing need were outweighed by the unacceptable harm to the living conditions of occupiers and, to a lesser extent, neighbours, so the balance tipped against the development.
