What decided it

The tenancy agreement dated 6 August 2020 for three named tenants, unchallenged by the Council, established lawful C4 use before the Article 4 Direction came into force on 17 June 2021, and subsequent tenancy agreements showed continuous HMO use without reversion to C3 dwelling use.
