What decided it
The considerable harm to the character and appearance of the host dwelling and surrounding area, arising from the height, bulk, form, design and siting of the proposed dwelling in conflict with the distinctive spacious character of the Western Hillside character area, significantly and demonstrably outweighed the moderate benefit of delivering one dwelling.
The delivery of one dwelling on garden land and limited economic benefit were outweighed by the considerable harm to character and appearance, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole
