• The effect of the proposal on the character and appearance of the area, bearing in mind the special attention that should be paid to the desirability of preserving the setting of listed buildings (The Priory Hotel Grade II*, The Old House and attached garden walls Grade II*, Stable Block 20 metres south east of The Old House Grade II, 62-68 High Street 1 and 2 White Horse Lane Grade II, and Melbury Cottage Grade II), the setting of Scheduled Monument Bolebec Castle, the setting of The White Horse non-designated heritage asset, and the extent to which it would preserve or enhance the character or appearance of the Whitchurch Conservation Area.

What decided it

The scale, dominance and overtly contemporary rear elevation of the proposal would cause less than substantial but considerable harm to the settings of The Priory Hotel and Melbury Cottage and the character and appearance of Whitchurch Conservation Area, which was not outweighed by the limited public benefits of the scheme.
