The development would provide unsatisfactory living conditions for future occupiers due to poor access to natural light, limited outlook, and complete absence of outdoor amenity space, and would harm the living conditions of neighbouring occupiers through loss of privacy, which adverse impacts significantly and demonstrably outweigh the housing supply benefit.
The benefit of delivering one new house in an accessible location and boosting housing supply (albeit by only one dwelling where there is a significant shortfall) was outweighed by the adverse impacts of unsatisfactory living conditions for future occupiers and harm to neighbouring living conditions.
