Main issues, as the Inspector framed them
- whether the proposal would be inappropriate development in the Green Belt having regard to the effect on openness and purposes of including land within it
- whether the proposal would preserve or enhance the character or appearance of Bromley, Hayes and Keston Common Conservation Area and its setting
- the effect of the proposal on ecology and biodiversity
- if the proposal is inappropriate development, whether the harm by reason of inappropriateness and any other harm is clearly outweighed by other considerations so as to amount to very special circumstances
What decided it
The proposal would be inappropriate development in the Green Belt causing substantial harm to openness and purposes, and would cause less than substantial harm to the conservation area setting, neither of which was clearly outweighed by the very limited housing and economic benefits.
The substantial harm to the Green Belt by reason of inappropriateness and loss of openness, together with great weight given to less than substantial harm to the conservation area setting, was not clearly outweighed by the very limited contribution to housing supply and small economic benefits, so very special circumstances did not exist.
