What decided it
The harm caused to the landscape character and scenic beauty of the High Weald National Landscape provides a clear reason for refusing the development under paragraph 11(d)(i) of the Framework, notwithstanding the housing land supply shortfall.
The modest social and economic benefits of delivering one additional dwelling and supporting the rural community were outweighed by the substantial harm to the landscape character and scenic beauty of the High Weald National Landscape, such that the presumption in favour of development under paragraph 11(d) of the Framework did not apply.
