The substantial harm from inappropriateness and loss of openness, together with moderate harm to character and appearance, was not clearly outweighed by the moderate weight given to unmet need, lack of alternative sites, lack of a 5-year supply of deliverable sites, and personal circumstances, so the appeal was dismissed.
