The appeal site comprises previously developed land (Grey Belt) where the proposed development would not cause substantial harm to Green Belt openness and would meet a demonstrable need for renewable energy and EV charging infrastructure.
The benefits of providing renewable energy generation and meeting the demonstrable need for EV charging infrastructure in an area with little rapid charging provision outweighed any limited harm to Green Belt openness, particularly as the site comprises Grey Belt land that does not strongly contribute to Green Belt purposes.
