What decided it

The reduced height of the walls as they currently exist means they no longer appear overly dominant in the street scene and do not harmfully detract from the character and appearance of the area, making planning permission appropriate for the altered scheme under ground (a).

The enforcement system's remedial purpose and the practical reality that complete removal might result in replacement with similar structures under permitted development rights, weighed against the need to address the original harm, justified granting permission for the walls as currently reduced in height rather than requiring total removal.
