What decided it
The conflict with Policy CP3 of the Core Strategy arising from the net loss of two dwellings, which the Inspector found to be in reasonable condition with continued demand, was sufficient to bring the proposal into conflict with the development plan as a whole and to justify dismissal.
The significant harm from the loss of two dwellings, to which the Inspector attached significant weight, outweighed the moderate economic and environmental benefits of the drive-thru facility, resulting in dismissal.
