What decided it

The proposals' excessive scale causing harm to the character and appearance of the street scene, compounded in each appeal by a scheme-specific failing (design/legibility for Appeal A, unsafe road layout for Appeal B, undischargeable BNG condition for Appeal C).

The identified harms to character and appearance (and, per appeal, design, highway safety or BNG deliverability) were not outweighed by any benefits, including the incomplete sustainable transport obligations, so each proposal conflicted with the development plan as a whole.
