What decided it

The proposal constitutes inappropriate development in the Green Belt with no very special circumstances to justify it, combined with substandard accommodation for future occupants and insufficient information regarding protected species impacts.

The substantial harm to the Green Belt by reason of inappropriateness and loss of openness, together with significant harm from substandard accommodation and potential harm to protected species, are not clearly outweighed by the claimed essential need for an agricultural worker's dwelling, which has not been adequately demonstrated.
