Main issues, as the Inspector framed them
- whether the proposal would be inappropriate development in the Green Belt having regard to the Framework and any relevant development plan policies
- the effect of the proposal on the character and appearance of the area
- the effect of the proposal on the living conditions of the occupiers of No. 1 Hillview Cottages
- the effect of the proposal on the living conditions of future occupiers
- whether any harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations, so as to amount to the very special circumstances necessary to justify the proposal
What decided it
The substantial harm to Green Belt openness arising from inappropriate development, which Framework paragraph 11(d) identifies as a clear reason for refusal that outweighs the moderate benefit of providing an additional dwelling.
The moderate benefit of providing an additional dwelling in a sustainable location was clearly outweighed by the substantial harm to Green Belt openness and the other identified harms to character and appearance and living conditions, such that the presumption in favour of sustainable development did not apply.
