What decided it
The Council's inability to demonstrate a five-year housing land supply, which rendered the development plan out of date and engaged the tilted balance, combined with the site's sustainable location adjacent to the settlement and the adequately mitigated habitats effects, meant the adverse impacts did not significantly and demonstrably outweigh the benefits.
The conflict with Policy S8 (location outside settlement boundary) was attributed limited weight against the scheme, while the benefits of housing delivery (albeit small), effective land use, sustainable location with good bus access, and potential for high-quality design were weighed in favour; the tilted balance under NPPF 11d) was applied and tipped in favour of the appeal.
