The site's location within Flood Zone 3b for a highly vulnerable use, compounded by an inadequate Sequential Test, was given great weight and was not clearly outweighed by the other considerations.
The great weight given to flood risk harm and conflict with the development plan was not clearly outweighed by the significant weight given to traveller pitch need, personal circumstances and the substantial weight given to the best interests of the children, even accounting for Article 8 rights and the PSED.
