What decided it

The proposal conflicts with the development plan spatial strategy by locating new housing outside a settlement boundary without meeting any of the exceptions for countryside development, and would harm the character and appearance of the area.

The modest benefits of self-build housing contribution and local economic benefits were outweighed by the conflict with the development plan and harm to character and appearance; the development plan policies were not out of date and paragraph 11d) of the Framework did not apply.
