The substantial harm to the character and appearance of the surrounding area caused by the cramped siting and elongated form of the proposed dwelling, which would significantly and demonstrably outweigh the housing delivery and self-build benefits under the Framework's tilted balance test.

The housing delivery benefits and self-build provision, afforded significant weight, were outweighed by the substantial adverse impacts on character and appearance and the requirement for well-designed places sympathetic to local character.
