The proposal would harm the integrity of the River Wye Special Area of Conservation and there is insufficient evidence to undertake an Appropriate Assessment of the foul water management system, providing a clear reason for refusal that displaces the presumption in favour of sustainable development despite the Council's inability to demonstrate a 5-year housing land supply.

The presumption in favour of sustainable development under paragraph 11d) of the Framework was displaced by the clear reason for refusal arising from harm to a habitats site, and the limited contribution of a single dwelling to housing supply did not outweigh the identified harms.
