The proposed mansard roof extension would cause less than substantial but significant harm to the character and appearance of the Beck Road Conservation Area by introducing a discordant design feature that conflicts with the distinctive unaltered butterfly roof forms of the terrace, and the limited public benefits do not outweigh this heritage harm.
