Main issues, as the Inspector framed them
- The effect of the development on the character and appearance of the area
What decided it
The access track was reasonably necessary for agricultural access, well-related to existing infrastructure, and did not harmfully affect character and appearance, whereas the caravan and timber building had an incongruous appearance that resulted in harmful encroachment into open countryside.
