Main issues, as the Inspector framed them

  • the effect of the proposed development on the character and appearance of the surrounding area
  • the effect of the proposed development on the living conditions of neighbouring occupiers at No 20 Warwick Road, with particular regard to outlook
  • whether the proposed development would provide satisfactory living conditions for future occupiers, with regards to outlook and the provision of private outdoor living space

What decided it

The harm to character and appearance of the area, which conflicts with Policy DP3 of the Framework indicating development should be refused, substantially outweighs the modest benefits of delivering a single dwelling in a district with acute housing land supply shortfall.

The benefits of boosting housing supply and making effective use of land (to which substantial weight was attached) and modest economic and social benefits (to which little weight was attached) were substantially outweighed by the significant harm to character and appearance of the area (to which significant weight was attached), applying Policy S4 of the Framework.
