What decided it

The Council's inability to demonstrate a five-year housing land supply, combined with the modest but important contribution of one additional dwelling and the affordable housing payment, meant the benefits of the proposal outweighed the conflict with the development plan when assessed against the Framework as a whole.

The unsuitable location of the proposed dwelling in the open countryside did not significantly and demonstrably outweigh the benefits of an additional home in a district falling significantly below required housing levels, and the presumption in favour of development applied.
