The proposal's multiple conflicts with the development plan—particularly the failure to provide a housing mix, the unacceptable harm to character and appearance, the inadequate living conditions for future occupants and neighbours, the shortfall in cycle parking, and the unmitigated parking impact—collectively brought it into conflict with the development plan taken as a whole, which the material considerations did not overcome.
The substantial harm from conflicts with the development plan outweighed the limited benefits of bringing the buildings back into use and the limited weight given to modest housing delivery in an area with a demonstrated five-year housing land supply.
