What decided it

The unsuitability of the appeal site location for residential development, having regard to the proposed land use and amount of development, would significantly and demonstrably outweigh the modest housing benefits when assessed against the NPPF taken as a whole.

The modest housing benefit of one dwelling and the Council's housing land supply shortfall were outweighed by the significant harm to the settlement pattern and local character caused by the proposal's failure to respect the scale, spacing and density of its immediate surroundings, such that the presumption in favour of sustainable development did not apply
