What decided it
The Council's inability to demonstrate a Framework-compliant housing land supply (less than 4 years) engaged the presumption in favour of sustainable development, and the public benefits of housing delivery and effective use of previously developed land outweighed the less than substantial harm to the Conservation Area.
The less than substantial harm to the Conservation Area, to which great weight must be given, was outweighed by the very significant public benefits of housing supply delivery in an area where the Council cannot demonstrate a Framework-compliant supply, effective use of previously developed underutilised land, and the site's highly accessible location, resulting in permission being granted under the presumption in favour of sustainable development.
