What decided it

The failure to secure an effective planning obligation to prevent future occupiers obtaining parking permits, which would result in severe adverse impacts on the local highway network in an already congested area.

The acceptable living conditions regarding natural light were outweighed by the transport harm that would be caused by increased on-street parking in the Controlled Parking Zone.
