What decided it

The significant weight attached to the harm caused to local character and appearance through tree loss and exposure of built form outweighed the modest social, economic and environmental benefits of delivering two additional dwellings, even under the tilted balance.

The adverse effects of granting permission, particularly the significant harm to character and appearance, would significantly and demonstrably outweigh the modest social, economic and environmental benefits when assessed against the policies of the Framework taken as a whole, therefore the presumption in favour of sustainable development did not apply.
