What decided it
The failure to secure adequate intervisibility at the proposed parking space to ensure highway safety, combined with the absence of mitigation measures for the Thames Basin Heaths SPA, meant the proposal conflicted with the development plan and the benefits of housing provision could not overcome these material harms.
The limited weight given to housing provision and associated economic and social benefits was outweighed by the adverse impacts on highway safety and SPA protection, which the Framework also supports protecting.
