What decided it
The heritage impact would be negligible because the subdividing fence would be barely perceptible from the road and the physical relationship of the two buildings would remain apparent, combined with the material benefit of an additional dwelling in a context of insufficient housing land supply.
The absence of material harm to heritage assets was balanced against the small but useful contribution to local housing stock and the Council's inability to demonstrate five years' housing land supply, with the balance tipping in favour of allowing the appeal.
