What decided it
The proposal would result in a disproportionate addition to the original building when considered cumulatively with the previous 1986 extension, making it inappropriate development in the Green Belt, and the visual benefits of the scheme do not clearly outweigh this harm.
The moderate weight attributed to visual enhancement and limited weight to other considerations did not clearly outweigh the substantial weight given to harm to the Green Belt by reason of inappropriateness and harm to openness, so very special circumstances were not established.
