The moderate benefit of providing 2 additional family homes in an accessible and sustainable location, together with limited benefits from biodiversity enhancements and economic/social benefits, was outweighed by the significant harm to character and appearance caused by the 4th storey, as good design is a key aspect of sustainable development and housing provision should not come at its cost.
