What decided it

The combination of excessive roof design with multiple second-floor windows and dominant hard surfacing frontages would result in overdevelopment that materially harms the character and appearance of the RASC and Lothian Wood street scene, contrary to Policies DES1, DES2, DES3 and NPPF paragraph 135.
